About the project

1What is the real-estate developer project?
A modern, integrated development model that provides a plot of land within a fully serviced residential environment — planned and engineered to the standard of world cities, following United Nations housing principles.
2What problem does the project solve?
It addresses several pressing issues for the governorate and the country as a whole:
  • Well-planned housing, with organised urban design that preserves the city's historic identity while following the latest urban frameworks worldwide — with technology built into every part of the project.
  • The worsening housing shortage.
  • The high cost of housing for ordinary citizens.
It offers a new experience: world-class, high-quality living with every service in place, at competitive prices that put a home within reach of every income group.
3How large is the site, and how many plots does it have?
The site covers 5,000 dunams, planned in precise detail by specialist engineering teams over more than 500 days to create something entirely different — a lasting answer to the housing crisis. It contains more than 35,000 residential plots of various sizes, with fully integrated services.
4Where is the project located?
Directly on the new ring road, near the Medical City — exactly 7 minutes and 20 seconds from the Al-Bahu intersection.
5What services does the city include?
In line with Iraq's 2018 Urban and Rural Housing standards, the project provides every legal requirement and a full set of services: school buildings, security offices, civil defence units, medical services and recreation. These are core obligations that neither the investor nor the management can ever bypass — under the real-estate development law, the company is strictly bound to deliver them.
6What has the project added beyond its government obligations?
The company has added services across several areas, including:
  • The largest park in Iraq and the Middle East: more than 20 species of trees and plants — 4,250,000 trees and seedlings — that block wind, clean the air and lower temperatures by 7 °C, set in a three-ring green belt around the city.
  • 6 main gates opening directly onto the ring road, built in a modern style and bearing statues of the Sumerian kings — a reminder that New Dhi Qar City continues the great kingdoms, cities and empires of history.
  • Fully equipped sports halls.
  • Complete event halls.
  • A 5,250 m river through the heart of the city — paved, lined with gardens, a corniche and running paths on both banks, and crossed by footbridges and road bridges designed to add to the city's beauty.
  • An enclosed nursery that acclimatises imported plants to the Iraqi climate before planting, and continually replaces any damaged plants — aiming for 6 million seedlings within a year.
  • Contracts with several Chinese renewable-energy companies to build a solar energy oasis supplying homes with continuous power at 50% less than generator costs — electricity around the clock, 24 hours a day.
  • A complete university city — students can graduate from the city's schools and continue at its own university.
  • 3 fuel stations dedicated to the city.
  • A supermarket and large shopping centres.
  • An integrated construction centre that delivers building materials to customers' plots free of charge, without damaging public property, under engineering supervision.
  • Street lighting, paving and tiling connected to every plot.
  • Internet, water and electricity networks delivered to every plot.
  • Clean drinking water to every plot.
  • Construction of the home for the beneficiary, if they wish.
7What plot sizes are available?
Several sizes put a home within easy reach of every household:
  • 200 m² for small families and limited incomes.
  • 300 m² for medium-sized families.
  • 400 m² for large families.
8How can I pay?
Two options, according to each customer's means: cash, or instalments deducted monthly through Qi Card — giving buyers real flexibility in purchasing and ownership.
9Does the project have legal approvals?
Yes. The project holds every formal approval under the real-estate development and investment laws in force, and it is government-endorsed. Members of the local government and several senior state officials have visited it, as it directly serves citizens. The same model has been adopted in other Iraqi governorates: residents have already moved into Al-Amaniyat City in holy Karbala, and title deeds for the first phase of New Wasit City have been handed over. Work is now under way on the real-estate developer project — New Dhi Qar City in Nasiriyah.
10Which laws govern the project?
The project applies the government's laws, including:
  • Iraqi Investment Law No. 13 of 2006, as amended by Law No. 50 of 2015 (the second amendment), and Investment Law No. 6 of 2017.
  • The Council of Ministers' 2025 real-estate developer regulations for preparing serviced residential land, in partnership with the municipality and investment commissions.
  • Real Estate Registration Law No. 43 of 1971, for registering properties and housing units.
  • The law on municipal administration and city planning.
On green space, the World Health Organization and the United Nations recommend 5%; New Dhi Qar City provides more than 11.5% green space, which lowers temperatures.
11When does the beneficiary receive the freehold title deed?
Within a few months to a year of purchase. With instalment purchases, the deed is held until payments are complete.
12Who has signed up to the project?
As a government-backed project open to every segment of society, all government departments have introduced it to their staff, and unions and federations have visited and joined. Contracts have also been signed with staff of bodies not linked to a ministry, independent commissions and all state-owned enterprises, which have declared themselves part of this major project.

Buying & ownership

1What type of ownership do I get?
A 100% freehold title deed (tabu) registered in the beneficiary's name.
2When do I receive my plot?
Within a few months to a year of signing the contract — after which you can take over the plot and build.
3If I buy in instalments, whose name is the deed in?
The deed is in the beneficiary's name; it remains on hold until the payments are completed, according to the approved procedures.
4Do I have to build to receive ownership?
No. Building is not a condition of ownership, and there is no mandatory building deadline.
5The investment contract is 50 years — does my ownership end?
No. The term of the investment contract has no bearing on a citizen's ownership of a plot registered in their name.
6Can I see for myself?
Yes. Visit us on site, see the work in progress, review the master plan and ask about the contract before you decide.
